Located in the heart of Melbourne, the Capital City Local Learning and Employment Network (City LLEN) is a not for profit incorporated association funded by the Victorian Government through the Department of Education and Early Childhood Development to deliver the joint Australian, State and Territory Government initiative; the Partnership Broker program.

Commencing in 2002, the City LLEN is one of thirty one LLENs originally established by the Victorian Government to broker strategic, collaborative partnerships to improve the education, training and employment outcomes for young people aged 15 – 19 years. In response to the 2009 COAG (Council of Australian Government’s) agreement to lift Australian student Year 12 or equivalent attainment rate to over 90%; a new agreement was made to support the National Partnership for Youth Attainment and Transitions. As a result of this partnership, the Australian Government announced the establishment of the national School Community Partnership Brokers program. In Victoria, the existing LLEN network has been contracted to deliver the new Partnership Broker initiative.

Under the Partnership Program the City LLEN brokers partnerships:

  • That support the education, training and employment of young people aged 10 to 19 years
  • That work with Parents and Families, Business and Industry, Education and Community providers
  • That work towards increasing retention rates of secondary school students to support, and are in response to key goals identified in our strategic plan that are determined in response to our Environmental Scan which identifies the areas of need in the City of Melbourne – evidence based local planning
